OpenAI, Adobe, and Microsoft Endorse California’s AB 3211 Requiring Watermarks on AI-Generated Content

San Francisco, CA – In a significant development for digital transparency, OpenAI, Adobe, and Microsoft have expressed support for California’s Assembly Bill 3211 (AB 3211). The bill mandates that tech companies label AI-generated content with watermarks to ensure clarity for viewers. This support comes as the bill approaches its final vote in August.

AB 3211 requires watermarks to be embedded in the metadata of AI-generated photos, videos, and audio clips. While many AI companies already implement some form of metadata labeling, this bill aims to enhance visibility by requiring large online platforms, such as Instagram and X (formerly Twitter), to label AI-generated content in a manner that is easily understandable for the average viewer.

OpenAI, Adobe, and Microsoft, all members of the Coalition for Content Provenance and Authenticity (C2PA), have endorsed the bill. C2PA is known for creating the C2PA metadata standard, which is widely used for marking AI-generated content. The support from these tech giants reflects their commitment to improving transparency and trust in digital media.

Previously, a trade group representing Adobe, Microsoft, and other major software companies opposed AB 3211. In April, they labeled the bill as “unworkable” and “overly burdensome” in a letter to California lawmakers. However, recent amendments to the bill have addressed some of these concerns, leading to a shift in their stance.
